Plan at a glance

Use the full venue name to find the map pin

The former office is at 14 Xing’an North Road, on the road’s east side in Ulanhot. Some map listings may show Hanshan West Street instead; the site is about 40 meters north of the former Xing’an League People’s Hospital building. Search for “Former Office of the CPC Inner Mongolia Working Committee (中国共产党内蒙古工作委员会办公旧址)” and check the old hospital landmark. If the street address and map pin do not match, call 0482-8423531 to confirm the entrance. The former office of Ulanhu is a different site, so search for each place by its full name.

Free admission; confirm hours by phone

Admission is free. A standard official schedule has not been confirmed. Call 0482-8423531 before visiting to ask whether the site is open and when it stops admitting visitors. Confirm Monday and holiday arrangements at the same time.

From a provincial office to the Working Committee site

This two-story brick building was built in 1934 and served as the office of Xing’an South Province and later Xing’an General Province. The CPC Inner Mongolia Working Committee worked here from July 9, 1947, to November 1949. The building later housed the East Inner Mongolia District Committee. Its history reflects the site’s role in organization, communications and local administration.

Historical exhibits and the “red telegraph line”

The exhibits cover the work of the Inner Mongolia Working Committee, including land reform, democratic reform in pastoral areas, bandit suppression and support for the liberation of Northeast China. Look for panels and documents about the “Three Nos and Two Benefits” policy (三不两利), then see the reconstructed office and meeting-room furnishings. The policy called for no redistribution of herd owners’ livestock, no political struggle against herd owners, and no assignment of class labels in pastoral areas. It aimed to protect the interests of both hired herders and herd owners. The exhibits explain how the policy related to democratic reform in pastoral areas.

The displays also include telegrams, a Morse code chart and a telegraph machine, showing how instructions were sent and reports gathered. Do not touch objects in display cases.

A telegraph simulation classroom was added in 2024. Call before your visit to ask whether it is open to individual visitors, whether a booking is needed and whether a session is scheduled that day.

Build your day

A focused visit of about 30 minutes

Follow the day’s visitor route from the entrance through the history and policy displays, then see representative documents and the reconstructed office or meeting room. Finish with the telegrams, Morse code chart and telegraph machine. Allow about 30 minutes for the highlights. If the telegraph classroom is open and you have time, ask staff about the activity rules before leaving by the marked exit.

A full visit of 1–1.5 hours

Allow about 1–1.5 hours to read the timeline, historical photographs and documents, then see the office scenes, major work themes and telegraph exhibits along the route open that day. The site is a two-story building; use the current floor guide to locate each exhibit. After visiting, leave by the marked exit. If you are also visiting the May Day Conference Site or the former office of Ulanhu, confirm each venue’s hours and walking route separately, and include transfer time in your plan.

Get there

Navigation and city transport

Search “Former Office of the CPC Inner Mongolia Working Committee (中国共产党内蒙古工作委员会办公旧址)” in your map app and use both location clues: 14 Xing’an North Road and about 40 meters north of the former Xing’an League People’s Hospital building. The building faces south; identify the entrance from the south side and the site’s name sign. If the map pin is unclear, call 0482-8423531. A taxi or ride-hailing car can take you by the full site name; travel time depends on your starting point and traffic.

Buses and parking

Check bus routes, parking areas and available spaces in your map app and on-site signs on the day. If driving, confirm where parking is permitted nearby. If walking from the May Day Conference Site or the former office of Ulanhu, use a live map to plan the transfer.

Know before you go

Booking, registration and the telegraph activity

Bring valid identification and call 0482-8423531 before traveling to confirm registration, group booking and visitor-capacity rules. If you hold a passport, ask how it can be used for registration. Confirm with the venue whether the telegraph simulation classroom is open to individual visitors, whether a booking is required and when sessions are available.

Protecting exhibits and photography

Do not lean on the reconstructed office furniture. View the telegraph machine and Morse code chart through their display cases and follow posted rules; do not touch or operate them. Check on-site signs for photography areas and whether flash is allowed.
