Plan at a glance

Views over Lushun

Baiyu Hill is a viewpoint above Lushun. The main stops are the summit observation deck and Baiyu Hill Tower. On a clear day, the deck looks over Lushun Harbor and the Tiger Tail spit. Visibility depends on the weather; follow posted rules for photography around the harbor.

If vehicles are permitted to drive up the winding road to the summit, allow about 30–40 minutes for the observation deck and the exterior of Baiyu Hill Tower. This does not include transport up or down the hill. If you walk, allow separate time for the ascent and descent. The east slope has about 499 steps; a cableway operates on the south side. The entrances and exits for each option differ, so the summit visit time is not the total time for the trip.

Choose an entrance and way up first

The north gate connects to the winding road, while the south gate is near the east-slope stair trail and cableway. Same-day information has not confirmed whether vehicles can reach the summit, the cableway’s hours or transfers between the two gates. Confirm your entrance and return arrangements before setting out.

Choose your visit

Harbor and Tiger Tail views

The summit observation deck is the main place to see Lushun Harbor and the Tiger Tail spit. In fog, low cloud or poor visibility, the distant view may be unclear; focus instead on the summit buildings and nearby city views rather than waiting for better weather.

Stay in the public viewing area and follow posted photography rules for the harbor. Do not enter closed areas or use restricted locations as photo spots. Follow the signs and instructions from staff.

Baiyu Hill Tower and its history

Baiyu Hill Tower is the landmark at the summit. Its former name and construction history related to the Russo-Japanese War are described on the display panels. Read the inscriptions and exhibit information on site; use the museum’s interpretation for historical details.

There is a separate charge to climb the tower. Its interior is narrow and the spiral stairs are steep. If the observation deck is enough for your visit, you can view the tower from outside.

For a separate museum visit in Lushun, see Lushun Museum.

Build your day

A quick summit visit (excluding the ascent and descent)

Only if vehicles are permitted to reach the summit via the winding road, spend about 30–40 minutes at the observation deck and outside Baiyu Hill Tower, looking over the harbor and Tiger Tail. This estimate excludes the ascent, descent, parking, ticket purchase and any queues. If vehicles cannot go up, arrange another way to reach the summit and allow time for that route.

Climb the stair trail

If you are comfortable with the walk, take the east-slope trail, which has about 499 steps. Allow about 20–30 minutes for the ascent; time at the summit and the descent are additional. The south-side cableway is a separate option, while the winding road is for vehicles permitted to reach the top. Do not combine these into an unconfirmed through-route. If you take the cableway one way or leave from a different gate, confirm the trail exit and transport back to your starting point. Take care on wet or icy surfaces.

The Naval Port Park below the hill, Lushun Museum and the Russo-Japanese Prison Site Museum are separate attractions. Each has its own entrance, opening arrangements and visit time; plan them separately rather than counting them as part of Baiyu Hill’s short visit.

Get there

From Lushun Station or the town

From central Dalian, take Metro Line 1 toward Hekou (河口). Transfer to Line 12 at Hekou and get off at Lushun (旅顺) Station. From there, take a taxi to the scenic area entrance; the listed ride is about 10 minutes. Allow extra time for the metro transfer and the journey within Lushun. Use the entrance confirmed as open that day and arrange transport to and from the area.

Driving and the two entrances

The north gate connects to the winding road; confirm the day’s vehicle-access rules before driving up to the summit. The south gate is near the cableway and east-slope stair trail and is not the same as the driving route from the north. No transfer between the two gates has been confirmed.

Know before you go

Separate charges for the hill, cableway and tower

Indicative admission to the hill is CNY 40 for adults, CNY 20 for students and visitors aged 60–69, and free for visitors aged 70 and over. The cableway is listed at CNY 35 one way or CNY 60 return; climbing the tower costs an additional CNY 20. Prices, accepted eligibility documents, cableway hours and ticketing may change. Check the day’s notice; hill admission does not include the cableway or tower.

Do not plan around unconfirmed free-entry hours

Reference opening hours are 07:30–17:30 in peak season and 08:00–16:30 in the off-season. Visitor reports of free entry early in the morning or in the evening during summer conflict with these regular hours and do not provide consistent dates or entrance rules. Do not plan a dawn or night visit around them; check the official opening information for your date.

Follow harbor photography restrictions

The observation deck overlooks the harbor, but the permitted photography area depends on the signs and rules in force that day. If you see a photography restriction, stop taking pictures and leave the area as directed. Do not enter military restricted areas or assume temporary access will remain open.
