Memorial museum and entrance
Liberation Pavilion, officially the Jinan Liberation Memorial Hall, is at 2 Heihuquan West Road on the east side of Ring City Park. Entry is free, but you must register on site with an ID card to receive a ticket. It is open 09:00–16:00 Tuesday–Sunday and closed on Mondays; public holidays follow the posted arrangement.
Time needed and who it suits
Allow about 30 minutes for a quick climb or 1–1.5 hours for the memorial stele, galleries, and viewing platform. It suits history enthusiasts and photographers and fits naturally into a walking route with Black Tiger Spring and Kuanhouli.

Memorial stele and historical displays
The revolutionary martyrs’ stele on the east side of the platform lists the names of 3,764 people; keep quiet in this memorial space. The first floor has heroic figures, a battle diorama, historical materials, and reliefs. The second-floor viewing hall displays battle flags, pennants, and related objects, making it a good place to learn the history before climbing.
City views from the top
The top platform overlooks Black Tiger Spring, the moat, Kuanhouli, and the direction of Daming Lake. The opposite moat bank is useful for exterior and reflection photos. Lights usually come on around 19:30, but that only affects the exterior and does not extend the museum’s opening hours.

30-minute quick route
Enter from the west side, browse the first-floor gallery, climb to the top platform for old-city views, and return the same way. If you only want the exterior, photograph the pavilion from the opposite moat bank before deciding whether to enter.
1–1.5-hour full route
Start with the memorial stele on the east side of the platform, then visit the first-floor gallery and second-floor viewing hall before climbing to the top. The stairs are narrow and there is no lift, so older visitors and children should move slowly and allow time for the climb.
Evening exterior route
At dusk, photograph the building and reflections from the opposite moat bank and wait for the lights around 19:30. If you want the viewing platform, finish the indoor visit before last entry at 16:00. Continue to Kuanhouli for food or Black Tiger Spring for the water views.
Get there
Arrival and local transport
Take a bus to Black Tiger Spring and walk about 3 minutes. You can also use Jinan Metro Line 2 to Furong Street Station or Line 4 to Kuanhouli Station, then walk 5–10 minutes. Drivers can check parking at Shimao Plaza or Kuanhouli’s underground car park.
The entrance is on the west side of the building platform; follow the “Jinan Liberation Memorial Hall” sign. The museum entrance and the open areas of Ring City Park and Black Tiger Spring are separate, so carry your ID card for registration.
Know before you go
Practical considerations
The hall is closed on Mondays, and free entry still requires ID registration. The stairs to the top are narrow and there is no lift; slow down when footwear is wet, and do not plan to push a stroller to the viewing platform.
This is a memorial site, so keep your voice low and follow on-site photography rules. Black Tiger Spring and Kuanhouli can remain part of an evening route after the hall closes; museum hours cannot be inferred from the surrounding night scenery.
